DOST-7 MAJOR PROGRAMS AND PROJECTS
for Central Visayas Region
1999 to 2004

Vision : A competent and competitive science and technology community with social conscience.

As Central Visayas and the Philippines enter into the first decade of the 21st century, science and technology will be harnessed as an effective tool in facing the challenges of the new millennium, which are globalization and sustainable development.

Thus, DOST 7 will embark on strategic programs and projects, in conjunction with the DOST Medium Term Development Plan for the year 1999 to 2004.The major programs will include the following :

  • Implementation of New Priority / Flagship Programs
  • Strengthening and Sharpening Focus of Existing Programs
  • Improvement of S & T Governance and Management

I. Implementation of New Priority / Flagship Programs


Regional Information and Communications Technology (ICT) Transfer

  • Development and strengthening of capabilities on Information and Communcations Technology (ICT) and Microelectronics by upgrading of infrastrcture and developing a pool of trainees and highly skilled programmers, design engineers and technicians in the region. The program will be implemented through institutional linkages among identified engineering and technical schools, small & medium enterprises/industry sectors with the DOST.
  • State-of-the-art technologies for technological innovation will be acquired, assimilated and diffused through training, technology transfer, product development, information, consultancy and advisory services.

    Information and Communications Technology (ICT) transfer will include the following components or areas for capability upgrading and strengthening :

    - IT services (Geographic Information System (GIS); Information Sharing Network; Computer Aided Design (CAD) / Computer Aided Manufacture (CAM) / Computer Aided Engineering (CAE))
    - IT hardware industry (Data Acquisition & Control System, Network & Computer Peripherals)
    - IT software industry (Multimedia & Software Programming)

    Microelectronics technology transfer will involve Electronics and Telecommunications Systems, Components & Parts Design and Production.

  • Capability Building on Technology Management of DOST-7,other government agencies, academe and private-sector institutions involved in the ICT transfer and development.

Integrated Program on Clean Technologies

  • Development of local capabilities on Clean Technologies through a network / linkages of academic institutions, industry sectors, DOST, DENR, DTI & LGU's in the region.
  • Through the regional network, technical information and assistance will be provided in adopting clean production technologies and waste minimization techniques among the small & medium enterprises involving critical sectors in the region such as metalworking,food processing,furniture & costume jewelry. Technical assistance to local government units will be extended on solid waste management,sewage treatment, coastal and marine resources management and air pollution control & monitoring.
  • Promotion of market based and command-and-control instruments for adoption of clean technologies.

Expansion of Regional Metrology Center

  • Establishment and operation of a network of Metrology and Calibration Laboratories in the region among identified academic and private institutions with DOST agencies, DTI and local government units.
  • Upgrading and expansion of capabilities of the regional calibration laboratories including; mass, length, pressure, force, thermometry, electronics and electrical calibration.
  • Adoption of laboratory proficiency evaluation based on the National Metrology pyramidal structure and development of quality management system to conform to national and international laboratory standards and protocols.
  • Accreditation of DOST-7 regional calibration laboratory to ISO/IEC Guide 17025.

Regional Center on Packaging Technology Transfer & Services

  • Establishment of a Regional Satellite or Tool Packaging Facility of the Packaging R & D Center of the Phils. (PRDCP), intended for the transfer, promotion and commercialization of packaging technology.
  • The tool packaging facility will provide services to small & medium enterprises involved in ethnic and processed foods.These services include product modification & development, packaging design, toll / contract packaging, training and consultancy services (e.g. GMP, HACCP, Nutritional Labeling)
  • The center will also provide testing services in collaboration with DOST-7 regional testing laboratories. The testing services include nutritional & microbial labeling and shelf life of food products which will be upgraded to conform with national and international standards and protocols.

S & T Program for the Poor, Vulnerable and Disabled Sector

  • Technology support to social programs, livelihood and delivery of basic services to the poor and vulnerable sectors which are geared towards improving the productivity, social equity and rural development, specifically involving the following technology areas :

    Food Processing, Dairy Production,Feeds, Aquaculture,Housing Materials, Potable Water Technology,Non-Conventional Energy,Health and Nutrition.

  • S & T intervention program to enable and empower the disabled sector in order for them to be productive and fully integrated into the mainstream of society.The program involves prototyping of locally fabricated enabling tools / devices / equipment; support centers for information services & skills training; venture financing for livelihood and a science centrum which are accessible to the disabled.
II. Strengthening and Sharpening the Focus of Existing Programs


Technology Transfer and Commercialization

  • Technology Support System for the Small and Medium Enterprises which include the acquisition of technology, training, information services to enhance the productivity, improve product quality and ensure global competitiveness of key industry sectors in the region. Specifically, the program involves the following sectors and technology areas :

    Tool, Mold & Die, Ceramic Artwares, Natural Fibers, Processed Fruits, Furniture, Costume Jewelry and Equipment Fabrication.

Standards & Testing Services

  • Upgrading of regional testing services involving the chemical, physical and microbiology laboratories of DOST-7 focusing on nutritional & microbiological analysis and shelf life testing of food and related products.
  • Setting-up of quality management system of the chemical, physical and microbiology laboratories of DOST-7 to conform with national and interstandards, for accreditation to ISO/IEC Guide 17025.

S & T Information, Consultancy & Promotion Services

  • Enhancement of regional consultancy services including Manufacturing Productivity Extension for Export Promotion (MPEX), Municipal S & T Advisory Program (MSTAP), Consultancy for Agricultural Productivity Enhancement (CAPE) & S & T Experts Volunteer Pool Program (STEVPP), library services and information & communication through intranet / internet and S & T promotions (press releases, tech-nology fairs).

S & T Human Resource Development

  • Implementation of DOST Scholarship program (RA 7687) and Project RISE with expanded coverage and beneficiaries in the provinces.
  • Development of a Pool of S & T Experts in the region.
  • Continuing professional education of DOST-7 staff through graduate, postgraduate degree and non-degree training (foreign & local).
  • Support to youth science activities to develop S & T culture.

S & T Linkages

  • Enhancement of regional, national and international linkages and support to the industry-academe linkage for resource generation, active private sector participation and institutionalization of S & T programs in the region.
III. Improvement of S & T Governance and Management
  • Full implementation of R. A. 8439 - Magna Carta for S & T Personnel in Government and exploring alternative ways of funding the law's implementation.
  • Reactivation of the Regional S & T Coordinating Council (RSTCC) with specific sub-committees which will serve as forum for enhancing and advocating S & T policies. A functional RSTCC will effectively represent the S & T sector in the Regional Development Council and set directions of S & T in the region.
  • Strengthening and upgrading of capabilities of DOST-7, academe and private institutions involved in S & T activities in the region on; S & T Forecasting,Technology Assessment, Program / Project Monitoring & Evaluation, Technology Management and Technology Based Entrepreneurship.
  • Legislative measure / proposed bill to institute financial reforms to promote efficiency,productivity and sustainability of S & T programs and projects.
  • DOST System organizational streamlining by exploring the feasibility of alternative organizational arrangements, such as corporatization, privatization and contracting out of certain S & T functions, services and activities.
